There was a motion to approve the minutes of the May 10th, 2012 meeting with 1 correction.  The motion was seconded and accepted with a vote of 5-0-0.

Mr. Nick Alfieri’s Agent’s Report has been appended to the minutes.

GENERAL BUSINESS

Permit Decision:  DelCarte Conservation Area - CE159-1034
There was a discussion among Commission members regarding the issuance of Orders of Conditions for this project.  Mr. Alfieri has provided the Commission with 61 proposed special conditions included in the Supplemental Agent’s Report.

There was a motion to issue State and Local Orders of Conditions subject to the 61 conditions in the Supplemental Report with the 2 modifications to 58 & 61.  The motion was seconded and accepted with a vote of 4-0-1; 4 Yes, 0 No, 1 Abstention.


Public Hearing – Amendment to Conservation Rules & Regulations to add Flood Plain Districts
The Chairman opened the hearing and stressed the importance of the approval of these flood plain maps so that homeowners may obtain flood insurance.


There was a motion to accept the Amendment to the Conservation Rules & Regulations to add Flood Plain Districts.  The motion was seconded and accepted with a vote of 5-0-0.


Continued - Public Hearing – Notice of Intent – 438 West Central Street – Ranieri Properties - CE159-1035
Mr. Marc DePoto, Conservation Commission member, recused himself from this public hearing

Mr. Donald Nielsen, Engineer of Guerriere & Halnon, and Ms. Margaret Ranieri of Ranieri Properties, the applicant, both appeared before the Commission for the construction of 3 additional buildings.

Mr. Nielsen provided the Commission with a detailed overview of the project plans and stated that since the last meeting, the site plans have not changed.  There were 2 comments from the Commission regarding the size and diameters of the plants.

The Commission members have recently visited the property.

A Commission member requested that Mr. Nielsen change the 4 ft. high minimum for the trees and note the caliper only as well as a minor change to the planting plan.

Mr. Alfieri stated that all of his comments have been completed to his satisfaction and has no further comments regarding this project.

Some special conditions discussed with the applicant were:

  • specify the siltation control using compost filled socks
  • inspection of the compost filled socks on a weekly basis or after every rain of ½   inch or more.  These inspections shall be faxed or emailed to the Conservation Department so that a running tally may be kept while the area in Conservation jurisdiction is unstable.
There was a motion to close the public hearing for 438 West Central Street.  The motion was seconded and accepted with a vote of 4-0-1; 4 Yes, 0 No, 1 Abstention.

There was a motion to adjourn.  The motion was seconded and accepted with a vote of 5-0-0.
